The AI Race and the End-of-History


How triumphalist thinking makes civilizational risk harder to address

In 1992, Francis Fukuyama declared that liberal democracy represented the endpoint of humanity’s ideological evolution. History, in the Hegelian sense, was over. What followed was not the peaceful administration of a settled world but a series of catastrophic surprises — the attacks of September 11, the 2008 global financial crisis, and the resurgence of authoritarian nationalism across multiple regions. The confidence of the claim had produced a kind of civilizational blindness.

We may be living through a remarkably similar moment.

The current race to build advanced artificial intelligence is often described as a commercial competition or a national security contest. At its deepest level, however, it is being conducted as something more ambitious: a bid to win history itself. The implicit assumption underneath the racing behavior — the tolerance for existential risk, the dismissal of regulatory friction, the extraordinary concentration of capital — is that whoever develops artificial general intelligence first will not merely capture a market. They will determine, in some meaningful sense, what the future looks like at a civilizational level. Permanently.

This is end-of-history thinking in a new register, and it carries the same pathologies.

The Structure of Triumphalist Thinking

Fukuyama’s argument was not simply that the West had won the Cold War. It was that the contest of fundamental systems was over — that no serious ideological alternative to liberal democratic capitalism remained on the field. That claim gave the argument its intoxicating quality. It was not a prediction about the next decade. It was a prediction about the shape of time itself.

AI triumphalism operates on the same register. The serious version of the argument — articulated explicitly by some theorists of existential AI risk and implicitly by the behavior of major AI labs — is that artificial general intelligence represents a discontinuity in history comparable to nothing that has come before. The entity or nation that controls it controls, in some meaningful sense, everything that follows.

This is not a market bet. It is an eschatological claim.

And like Fukuyama’s argument, it risks making its adherents less rational rather than more. When the stakes are total and permanent, almost any risk becomes justifiable in pursuit of victory. Safety concerns become obstacles. Regulation becomes enemy action. International coordination becomes naïveté. The person who suggests slowing down is reframed as the person who hands the future to someone worse.

The logic is internally coherent — and collectively dangerous.

The Soviet Collapse as Warning

The collapse of the Soviet Union felt so total that it seemed to license totalizing conclusions. But the disappearance of one system does not produce a stable endpoint. It creates a vacuum. And vacuums generate dynamics no victor fully controls.

The post-Soviet experience is instructive not as a direct historical parallel but as a structural one. The assumption that winning a systemic competition produces a settled future turned out to be precisely wrong. The collapse of one system produced new instabilities, new actors, and new forms of contest that the end-of-history framework could not accommodate — because it had declared the contest finished.

The AI race is vulnerable to exactly this failure mode. The assumption is that winning — building AGI first, deploying it most widely, establishing the dominant platform — produces a stable outcome that justifies the risks taken to get there.

But complex systems rarely behave that way.

Winning a race to build something you do not fully understand does not give you control over what happens next. It gives you first exposure to consequences that nobody has modeled.

What the Race Framing Destroys

The deepest problem with end-of-history thinking, in both its Fukuyaman and AI variants, is not that it may be wrong about who is winning. It is that the frame itself degrades the kind of thinking complex situations actually require.

When actors believe they are racing to win history, several things become difficult at once. Genuine risk assessment becomes nearly impossible, because acknowledging serious risks implies that the race should slow down — which implies handing the future to a competitor. International coordination becomes structurally unattractive, because coordination requires sharing advantage. Regulatory oversight becomes reframed as interference rather than as the institutional friction that historically allowed dangerous technologies to be deployed safely.

The engineers and researchers inside AI labs are not, for the most part, cynics. Many genuinely believe they are building something important and beneficial. That sincerity is not a defense against the pathology. In some ways it is part of the mechanism. The end-of-history thinkers of the 1990s were also largely sincere. Sincerity combined with a totalizing framework produces a specific kind of blindness that is difficult to correct from the inside.

The Policy Implication

The policy challenge is therefore not primarily technical. It is epistemological.

How do you regulate an industry whose leading actors have structured their understanding of the stakes in a way that makes meaningful regulation feel like civilizational surrender?

The answer may not lie in arguing over the technical details of AI risk, where the uncertainty is real and the expertise is concentrated among the very people with the strongest incentives to minimize regulatory friction. It may lie in naming the end-of-history structure of the thinking itself — and pointing to what that structure has produced before.

Any worldview that believes it can permanently close history becomes dangerous. Not necessarily because its ambitions are wrong, but because the certainty required to act on them forecloses the adaptive, cautious, collectively negotiated decision-making that genuinely novel risks demand.

History did not end in 1992. The confidence that it had helped produce a decade of policy failures whose consequences are still unfolding.

The question worth asking now is not who will win the AI race. It is what we may break in the running of it.

The winner of the race may simply be the first to discover what the race has broken.
